Call to Order
Meeting called to order at 8:00 pm in the Cheverly Community Center.

Town Administrator’s Report

Green Infrastructure Committee
Ms. Salo there is going to be a rain barrel workshop on the September 20th to help you keep your rain water on site. We keep in on off the streets and keep the water out of the stream to keep erosion and pollution out of the streams. You can sign-up at the next market by coming up to the Lower Beaver Dam Creek table. It will be approximately $50 and the County will give you a check if you put 2 rain barrels at your home.
Chief’s Report
Chief Robshaw we are 20% down in crime from last year and we keep going down, which is good news. Our public safety day will be September 17th and we are partnering with the American Legion and Pepsi. Last month we notified residents that we have a cell phone carried by one of our evening officers and the number is 201-789-5090. This number worked when a citizen called an officer about juveniles on bikes trying car door handles. We called for other officers and when approached they fled on their stolen bicycles. We were able to arrest the juveniles and recover the stolen property and get a lead on other crimes.
I am fortunate tonight to recognize Pfc. Mike Economes and Officer Kyle Blazer for meritorious actions when they responded to Parkway and found a 70 year old male non-responsive and performed CPR until medical crews arrived. Their actions brought back a pulse and allowed the individual to be transported to the Prince George’s County Hospital.
CM Rodgers I want to say thanks to the Police Officer’s efforts to save the little girl from being abducted.
Chief the Officer involved in that incident was just here and although outside of our jurisdiction he did intervene and serve to prevent the little girl from being taken even though her parents were in pursuit.
Citizen Input
Andrew Cunome Ward 6 and I live on 63rd Place. In anticipation of raising the speed limit on Joslyn Place, I used to live there and it is a high foot traffic area and people blow down that road and they don’t stop at that stop sign. I think keeping it low would keep people from going faster.
Mayor we can’t use a speed camera unless the limit is 20mph.
Critical Areas Letter
C.J. Lamers I am an environmental planner for the planning department. This is all based on State law that said we all must update our critical areas maps. It involves areas within 1,000 feet of a high tide line. We have the Anacostia, Potomac and Patuxent. These areas are all protected areas within 1,000 feet of the high tide line. With our update, this 1,000 feet have required us to notify residents that they are now part of the critical area and thus the letter we sent out to tell people that we were working on this project. The process we are using is a Sectional Map Amendment, which involves a process of variances via the Board of Special Appeals. Anyone who would like to contact me, you can get to me from Ms. Salo or through MNCPPC.
Also, I was asked about the County’s Green Infrastructure Plan and we have had to postpone that as there is only one me and I have been pulled on to this project, but we will pick it back up.

CM Coolen school is going to resume, please keep your speed low and eyes open. Next weekend is the next community market.
CM Riazi a group of Cheverly residents had a second meeting to build a village for residents wishing to Age in Place and our third meeting will be on August 27th. You can contact us at chevvillage@gmail.com
Mayor think about having the Town plant a tree which the Town will plant in your front or back yard. August 23rd is the celebration of the War of 1812 at the Bladensburg Marina. The Worksession items are: Traffic Control in old ward 4, Discussion of Food Truck Event, Animals off Leash on and off property, Bamboo Conversation.
Discussion Raising the Speed Limit on Joslyn Place
Mayor we have already discussed this during Citizen Input. State laws have been changed to require a minimum of 20mph for the implementation of speed cameras on a roadway. Joslyn is currently 15mph and in order to use automated enforcement, we have to change the speed limit to 20mph.
Adoption O-5-14 Amending the Speed Camera Portion of the Town Code
Mr. Warrington as was just discussed, the State Legislature has made amendments to the speed enforcement requirements and this ordinance amends our current code to bring it into compliance with the new state regulations.

Introduction O-6-14 Amending the Violation Section 27 Regarding Vehicles
Mr. Warrington this is a housekeeping matter. We found in reviewing the Code that this section does not include a civil violation as a means to write a ticket. It lists a civil violation related to speed enforcement, but not a stand alone civil violation. This ordinance adds that option under the violations section.
Introduction O-7-14 Amending the Section 27 Amending Snow Emergency Parking
Mr. Warrington this matter was brought to the Mayor and Council by the Director of Public Works. This is an addition to the Code that prohibits parking that hinders or impedes snow removal. We have about three locations in Town where legal parking makes snow removal almost impossible. Rather than eliminate parking for these residents for 365 days in the chance we will get snow, we would want to add this section which will have these areas cleared of parking in order to make snow removal efficient and to keep us from hitting residents cars with the plows. We will do a resident information blitz to make the residents in these three areas that we will be utilizing this section.
CM Riazi I appreciate this as parking is tight in some areas and I like that they will not lose their parking for a year in the event of a snowfall.
